นิติศาสตร์รำไพผนึก สคบ.-สสส. อบรมเร่งแก้ปัญหา ′บุหรี่ไฟฟ้า′ ในกลุ่มเยาวชน

<div>คณะนิติศาสตร์ มหาวิทยาลัยราชภัฏรำไพพรรณี (มรภ.รำไพพรรณี) ผนึกกำลังกับสำนักงานคณะกรรมการคุ้มครองผู้บริโภค (สคบ.), สำนักงานกองทุนสนับสนุนการสร้างเสริมสุขภาพ (สสส.), และศูนย์วิจัยและจัดการความรู้เพื่อการควบคุมยาสูบ (ศจย.) คณะแพทยศาสตร์โรงพยาบาลรามาธิบดี จัดการอบรมเชิงปฏิบัติการครั้งสำคัญเพื่อแก้ไขปัญหาบุหรี่ไฟฟ้าในสังคมไทย</div><div><br></div><div>เมื่อวันที่ 4 ธันวาคม 2568 ณ หอประชุมสิริรำไพพรรณ มรภ.รำไพพรรณี ได้รับเกียรติจาก นายฐิตินันท์ สิงหา รองเลขาธิการคณะกรรมการคุ้มครองผู้บริโภค เป็นประธานในพิธีเปิด โครงการการบังคับใช้กฎหมายเกี่ยวกับการขายบุหรี่ไฟฟ้าและการสร้างองค์ความรู้เรื่องพิษภัยของบุหรี่ไฟฟ้า ครั้งที่ 6 ซึ่งมุ่งเน้นกลุ่มแกนนำ นักศึกษา คณาจารย์ กำนัน และผู้ใหญ่บ้าน</div><div><br></div><div>การอบรมครั้งนี้มีวัตถุประสงค์หลักคือการสร้างความตระหนักรู้ในทุกภาคส่วน ถึงผลกระทบที่เกิดจากบุหรี่ไฟฟ้าและการมีส่วนร่วมในการแก้ไขปัญหา โดยเน้นการบังคับใช้กฎหมายควบคู่ไปกับการให้ความรู้ที่ถูกต้อง พร้อมทั้งสร้างค่านิยมสุขภาพที่ดีในสังคม</div><div><br></div><div>ผู้จัดโครงการระบุว่า ปัจจุบันยังคงมีประชาชนจำนวนมากมีความเข้าใจผิดเกี่ยวกับบุหรี่ไฟฟ้า โดยเฉพาะอย่างยิ่งในประเด็นที่ว่าบุหรี่ไฟฟ้าปลอดภัยกว่าบุหรี่ดั้งเดิม และเชื่อว่าบุหรี่ไฟฟ้าไม่มีสารนิโคตินที่จะทำให้เกิดการเสพติด ซึ่งความเข้าใจผิดดังกล่าวเป็นปัจจัยสำคัญที่ส่งผลให้การแพร่ระบาดของบุหรี่ไฟฟ้าในกลุ่มเยาวชนและประชาชนมีความรุนแรงมากขึ้นทั่วประเทศ</div><div><br></div><div>ด้านตัวแทนผู้บริหาร มรภ.รำไพพรรณี กล่าวถึงความสำคัญของโครงการนี้ว่า "มหาวิทยาลัยในฐานะสถาบันอุดมศึกษาที่ใกล้ชิดกับเยาวชน จำเป็นต้องเป็นฟันเฟืองสำคัญในการสร้างความรู้ที่ถูกต้องและเป็นกลาง การที่เราได้ร่วมมือกับ สคบ. สสส. และ ศจย. ในการอบรมครั้งนี้ เป็นการยืนยันถึงความมุ่งมั่นของคณะนิติศาสตร์ ในการประยุกต์ใช้ความรู้ด้านกฎหมายเพื่อคุ้มครองสวัสดิภาพของประชาชน และหวังเป็นอย่างยิ่งว่า ผู้เข้าร่วมโครงการทุกคนจะได้รับประโยชน์อย่างเต็มที่จากข้อมูลที่ได้รับ เพื่อนำไปขยายผลและสร้างความเปลี่ยนแปลงเชิงบวกในชุมชนของตนเองต่อไป"</div><div><br></div><div>โครงการนี้จึงไม่เพียงแต่ให้ความรู้ทางกฎหมายเท่านั้น แต่ยังเน้นการสร้าง ′นักสื่อสารความจริง′ ในกลุ่มนักศึกษาแกนนำและผู้นำชุมชน เพื่อช่วยกันสกัดกั้นข้อมูลที่ไม่ถูกต้อง และร่วมกันเป็นเครือข่ายในการเฝ้าระวังและบังคับใช้กฎหมายในพื้นที่ สร้างสังคมที่ตระหนักและปลอดภัยจากภัยของบุหรี่ไฟฟ้าอย่างยั่งยืน</div>

<p style="text-align: justify; "><font color="#333333" face="Noto Sans Thai, sans-serif"><span style="font-size: 21.2088px;">CHANTHABURI, Thailand – Dec. 4, 2025 – The Faculty of Law at Rambhai Barni Rajabhat University (RBRU) has partnered with the Office of the Consumer Protection Board (OCPB), the Thai Health Promotion Foundation (ThaiHealth/SST), and the Tobacco Control Research and Knowledge Management Center (TRC) to host a critical workshop aimed at addressing the spread of e-cigarettes in Thai society.</span></font></p><p style="text-align: justify; "><font color="#333333" face="Noto Sans Thai, sans-serif"><span style="font-size: 21.2088px;"><br></span></font></p><p style="text-align: justify; "><font color="#333333" face="Noto Sans Thai, sans-serif"><span style="font-size: 21.2088px;">Held at the Sirirampai Barni Auditorium, the university welcomed Thitinan Singha, Deputy Secretary-General of the OCPB, who presided over the opening of the 6th iteration of the project, "Enforcement of E-Cigarette Sales Laws and Creation of Knowledge on E-Cigarette Harms."
