<p>จันทบุรี – 17 เมษายน 2569 มหาวิทยาลัยราชภัฏรำไพพรรณี รุกเดินหน้ายุทธศาสตร์การพัฒนาท้องถิ่นอย่างยั่งยืน เปิดบ้านต้อนรับ นายกัมพล เพ็ชรประเสริฐ นายกเทศมนตรีเมืองเกาะขวางและคณะผู้บริหาร เพื่อหารือกรอบความร่วมมือทางวิชาการ มุ่งเป้าขับเคลื่อนเมืองเกาะขวางสู่การเป็น “Smart City” และเมืองต้นแบบแห่งการเรียนรู้ตลอดชีวิต</p><p><br></p><p>ในการหารือครั้งนี้ ทั้งสองหน่วยงานได้วางหมุดหมายสำคัญในการพัฒนาพื้นที่เชิงรุกผ่าน 8 ประเด็นหลัก โดยดึงจุดแข็งของคณาจารย์และนักศึกษาลงพื้นที่ทำงานจริง (Area-based Development) ประกอบด้วย Smart City & Urban Planning การใช้ฐานข้อมูลงานวิจัยวิเคราะห์เศรษฐกิจและสังคม เพื่อออกแบบแผนพัฒนาเมืองเกาะขวางให้น่าอยู่และทันสมัย , การเปิดพื้นที่เทศบาลเป็นห้องเรียนจริงให้นักศึกษาฝึกงาน พร้อมหลักสูตร Upskill-Reskill ให้บุคลากรท้องถิ่นและโรงเรียนผู้สูงอายุ , การพัฒนาแบรนด์สินค้า OTOP และบรรจุภัณฑ์ พร้อมรุกตลาด E-commerce และการท่องเที่ยวเชิงวิถีชุมชนเพื่อสร้างรายได้โดยตรงสู่ครัวเรือน ,การพัฒนาระบบ E-Service และ Big Data รวมถึงแอปพลิเคชันจัดการท้องถิ่น เช่น "อิ่มอุ่นเกาะขวาง" เพื่อการบริการที่เข้าถึงง่าย , การขับเคลื่อนโมเดล Zero Waste และธนาคารขยะ มุ่งสู่การเป็น "เทศบาลสีเขียว" อย่างเต็มรูปแบบ และโครงการ "ทุนพยาบาลคืนถิ่น" แก้ไขปัญหาสาธารณสุขอย่างตรงจุด</p><p><br></p><p>หนึ่งในวาระสำคัญที่ได้รับการผลักดันอย่างเป็นรูปธรรม คือ โครงการมอบทุนการศึกษาสำหรับเด็กในเขตพื้นที่เทศบาลเมืองเกาะขวาง เพื่อเข้าศึกษาต่อในคณะพยาบาลศาสตร์ มหาวิทยาลัยราชภัฏรำไพพรรณี โดยมีเป้าหมายให้นักศึกษาที่จบการศึกษาแล้ว กลับไปปฏิบัติหน้าที่ ณ โรงพยาบาลส่งเสริมสุขภาพตำบล (รพ.สต.) หรือศูนย์บริการสาธารณสุขในพื้นที่เกาะขวาง</p>
<p>Rambhai Barni Rajabhat University and Koh Khwang Municipality launched an eight-point development plan on April 17 to build a smart city and nursing workforce.</p><p><br></p><p>CHANTHABURI, Thailand — Rambhai Barni Rajabhat University (RBRU) and Koh Khwang Municipality signed a strategic partnership on April 17, 2026, to implement an eight-point urban development framework. The initiative focuses on area-based research and academic cooperation to transform the municipality into a "Smart City" while addressing local healthcare shortages. The plan includes urban planning through socioeconomic big data, e-commerce support for local OTOP products, and the implementation of a zero-waste "Green Municipality" model.</p><p><br></p><p>A central component of the agreement is the "Return-to-Home Nurses" scholarship program. Under this scheme, RBRU will provide nursing scholarships to students from Koh Khwang. Upon graduation, these healthcare professionals are required to return to work at local health promoting hospitals or community health centers. The program aims to ensure long-term public health security by staffing local facilities with residents who understand the specific needs of their own community.</p><p><br></p><p>The partnership also integrates vocational training and digital infrastructure. Students will gain practical experience through internships within municipal offices, while local staff will undergo upskilling in digital service management. The two organizations are also co-developing the "Im-Oon Koh Khwang" application to streamline municipal services. This technical shift follows a broader mandate to utilize academic resources for tangible local economic improvements and improved public service delivery.</p><p><br></p><p>"This collaboration allows our academic expertise to solve real-world urban challenges," said Kampol Phetprasert, Mayor of Koh Khwang. "The nursing scholarship program specifically ensures that our public health infrastructure remains resilient by training our own youth to serve their neighbors." By linking university research with municipal policy, the project seeks to establish a sustainable model for regional development in eastern Thailand.</p>
