<p>จังหวัดจันทบุรีเร่งยกระดับการแปรรูปผลไม้ ตั้งเป้าศูนย์ Fruit Processing Center รับมือทุเรียน-มังคุดล้นตลาด หวังแก้ปัญหาราคาตกต่ำ สร้างมูลค่าเพิ่มอย่างยั่งยืน</p><p><br></p><p>จังหวัดจันทบุรี (19 พฤษภาคม 2569) – กลุ่มงานยุทธศาสตร์และข้อมูลเพื่อการพัฒนาจังหวัด สำนักงานจังหวัดจันทบุรี ได้จัดการประชุมเร่งด่วนร่วมกับหน่วยงานหลัก 7 ฝ่าย ประกอบด้วย มหาวิทยาลัยราชภัฏรำไพพรรณี, พาณิชย์จังหวัด, เกษตรจังหวัด, อุตสาหกรรมจังหวัด, หอการค้าจังหวัด, ประธานสภาอุตสาหกรรมจังหวัด และสมาคมผู้ประกอบการส่งออกทุเรียน มังคุด เพื่อมอบหมายให้กลุ่มงานยุทธศาสตร์ฯ จันทบุรีเป็นแม่งานหลักในการบูรณาการจัดทำ “Fruit Processing Center” ซึ่งเป็นการขานรับนโยบายเชิงรุกของกระทรวงพาณิชย์ ที่มุ่งแก้ปัญหาผลไม้ทั้งระบบ หลังปีนี้สถานการณ์ทุเรียนและมังคุดเผชิญความท้าทายสูงจากสภาพอากาศร้อนแล้ง จนมีผลไม้ตกไซส์จำนวนมาก เป้าหมายหลักของการประชุมครั้งนี้คือการสร้าง Ecosystem การแปรรูปผลไม้ (ทุเรียน/มังคุด) เพื่อแก้ปัญหาผลผลิตล้นตลาด (Over Supply) อย่างยั่งยืน พร้อมเร่งจัดทำเอกสารสรุปข้อเสนอในรูปแบบ “One Page, One Deck” เพื่อเตรียมเสนอขออนุมัติงบประมาณต่อที่ประชุมคณะรัฐมนตรีสัญจร (ครม. สัญจร) ที่กำลังจะเกิดขึ้นในเร็วๆ นี้</p><p><br></p><p>การประชุมนัดสำคัญนี้ยังได้กำหนดบทบาทหน้าที่การทำงานร่วมกันอย่างชัดเจน โดยมหาวิทยาลัยราชภัฏรำไพพรรณี (RBRU) เป็นแกนนำหลักด้านการวิจัยและพัฒนา (R&D) ผ่านกลไกศูนย์นวัตกรรมอาหารและบรรจุภัณฑ์ (FIN) และอุทยานวิทยาศาสตร์ (Science Park) ในการนำองค์ความรู้และนวัตกรรมชั้นสูงมาใช้บริหารจัดการตามข้อเสนอของภาคเอกชน เพื่อยกระดับผลไม้ตกไซส์ให้เป็นผลิตภัณฑ์มูลค่าสูงและตรวจวิเคราะห์มาตรฐานความปลอดภัย ขณะที่องค์การบริหารส่วนจังหวัด (อบจ.) จะเข้ามามีบทบาทสำคัญในฐานะผู้ลงทุนและบริหารจัดการศูนย์ Processing Center รวมถึงระบบห้องเย็น (Cold Chain) เพื่อทำหน้าที่แปรรูปขั้นต้น เช่น การหั่นเนื้อผลไม้เต๋าและการแช่แข็งเพื่อยืดอายุวัตถุดิบ จากนั้นจะส่งต่อให้กลุ่มผู้ประกอบการ SMEs และภาคเอกชน รับช่วงต่อนำวัตถุดิบแปรรูปขั้นต้นดังกล่าวไปประยุกต์ร่วมกับนวัตกรรมของมหาวิทยาลัย เพื่อสร้างแบรนด์และพัฒนาเป็นผลิตภัณฑ์ปลายน้ำที่มีมูลค่าสูงสู่ตลาดสากล ซึ่งนอกจากจะช่วยพยุงราคาผลไม้สดไม่ให้ดิ่งลงแล้ว ยังช่วยสร้างมูลค่าเพิ่มทางเศรษฐกิจให้จังหวัดจันทบุรีอีกด้วย</p><p><br></p><p>เพื่อเป็นการขับเคลื่อนแผนงานและ Ecosystem ดังกล่าวสู่ภาคปฏิบัติอย่างเป็นรูปธรรม มหาวิทยาลัยราชภัฏรำไพพรรณี โดยสถาบันวิจัยและพัฒนา จึงเตรียมจัดโครงการอบรมเชิงปฏิบัติการภายใต้แนวคิด “Chanthaburi Fruit Forward: เปิดปัญหา ปิดความเสี่ยงด้วยวิจัยและนวัตกรรม” ในวันที่ 29 พฤษภาคม 2569 พร้อมดึงความร่วมมือข้ามศาสตร์ครั้งสำคัญระหว่างหน่วยงานสาธารณสุขและเกษตรในพื้นที่ เพื่อกำหนดเป้าหมายการพัฒนาแผนงานวิจัยแบบบูรณาการร่วมกับผู้มีส่วนได้ส่วนเสีย ซึ่งผลสรุปและทิศทางงานวิจัยจากเวทีนี้ จะถูกนำไปประมวลผลจัดทำเป็นเอกสารข้อเสนอโครงการ “One Page, One Deck” สำหรับเสนอขออนุมัติงบประมาณจาก ครม. สัญจร เพื่อเดินหน้าปกป้องผลประโยชน์ให้แก่เกษตรกรและผู้ประกอบการในจังหวัดจันทบุรีอย่างเป็นระบบต่อไป</p>
<p>Chanthaburi, Thailand – May 19, 2026 – The Chanthaburi Provincial Office, in collaboration with Rambhai Barni Rajabhat University and the Ministry of Commerce, has convened an urgent meeting to establish a "Fruit Processing Center." This initiative positions Chanthaburi as the lead orchestrator in developing a robust fruit processing ecosystem, aiming to address the impending surplus of durian and mangosteen expected to flood markets in the coming weeks. The move is a direct response to the Ministry of Commerce′s proactive policy to systematically resolve challenges facing the fruit sector, particularly in light of this year′s severe drought and heat, which have resulted in a significant quantity of undersized fruit.</p><p><br></p><p>Key stakeholders, including representatives from Rambhai Barni Rajabhat University, the Chanthaburi Provincial Commercial Office, the Chanthaburi Provincial Agricultural Office, the Chanthaburi Provincial Industrial Office, the Chanthaburi Chamber of Commerce, the President of the Chanthaburi Federation of Thai Industries, and the Association of Durian and Mangosteen Exporters, participated in the critical meeting. The primary objective is to create a sustainable processing ecosystem for durian and mangosteen, thereby mitigating oversupply issues. A concise "One Page, One Deck" proposal is being expedited for submission to the upcoming Cabinet Roadshow meeting, seeking budget approval for the project. The meeting clearly defined roles and responsibilities, with Rambhai Barni Rajabhat University (RBRU) designated as the lead for research and development (R&D) through its Food and Packaging Innovation Center (FIN) and Science Park. RBRU will leverage advanced knowledge and innovation to manage processes based on private sector proposals, elevating undersized fruit into high-value products and ensuring safety standards.</p><p><br></p><p>The Chanthaburi Provincial Administrative Organization (PAO) will play a crucial role as the investor and manager of the Processing Center, including its cold chain system. This will involve initial processing steps such as dicing and freezing fruit to extend shelf life. These semi-processed materials will then be passed to SMEs and private sector entrepreneurs, who will integrate them with university innovations to create branded, high-value downstream products for international markets. This comprehensive approach is expected to stabilize fresh fruit prices and significantly boost Chanthaburi′s economic value. To concretely implement this plan and ecosystem, Rambhai Barni Rajabhat University′s Research and Development Institute will host a workshop titled “Chanthaburi Fruit Forward: Addressing Problems, Mitigating Risks with Research and Innovation” on May 29, 2026. This workshop will foster cross-disciplinary collaboration between local public health and agricultural agencies to define integrated research plans with stakeholders. The outcomes and research directions from this event will inform the "One Page, One Deck" project proposal for Cabinet approval, systematically safeguarding the interests of Chanthaburi′s farmers and entrepreneurs.</p>
